First of all stop violating the human rights of people all over the world. This means pulling the plug on the military industrial complex.
Second, minimize the consequences of blowback. America (the unConstitutional coup that has exercised international monetary hegemony and imperialism) has caused so much death and destruction around the world that there will be many years of peaceful relationships required before the vengeful attacks will come to an end. Privatize security which means that instead of bungling and corrupt bueaucrats the insurance companies and private security firms will provide the means to protect lives and property.
Make sure that the Constitution is the rule of law for the land. This will return the sovereignty to the States and in that way put an end to all of the shenanigans that enable warfare.
Peace and commerce is the best national security policy!
